AICPA Chairman 2009-2010
Bob Harris is the current chairman of the American Institute of Certified Public Accountants. He has served the AICPA in many capacities. He is a former member of the Board of Directors of the AICPA and has been a member of the Governing Council for 15 years. From 2003–2008, he was chairman of the AICPA’s National Accreditation Commission, which oversees the Institute’s four specialized credentials. Harris chaired the 150-Hour Task Force in 1999-2001 and has served on the PCPS Executive Committee, Work/Life and Women’s Initiatives Executive Committee, Quality Review Executive Committee, Life and Disability Executive Committee, State Legislation Committee and Finance Committee. He is managing director of Harris, Cotherman, Jones, Price & Associates, CPAs, in Vero Beach, Fla. In his role as a consulting and testifying expert, he speaks to attorneys and CPAs throughout the country on professional standards and malpractice issues.

The “Annual Return of Exempt Organizations” was radically redesigned for the 2008 form (and beyond). The first 8 pages of that 11 page form speak to activities undertaken, operational sensitivities, governance by the board and management policies overall, federal tax law compliance overall, and require the disclosure of managers and their compensation. Understanding the new form’s priorities (particularly as clarified by the 2009 form) is key for anyone working with a tax-exempt organization in any capacity. This session’s focus is on those priorities and how to read a Form 990.

This session will highlight key changes to conducting OMB A-133 audits resulting from the issuance of SAS 117 –Compliance Auditing in the area of applying risk assessment to each major program. The new requirements apply to your June 30, 2010 OMB A-133 audits. Review the new sampling guidance (Chapter 11 of the 2010 AAG-SLA) that requires minimum sample size selection for tests of controls and compliance.
